OBD II Pass/Fail start Date: July 1, 2002
Title 23 of the Transportation Article of the Annotated Code of Maryland, Sections 201 through 209, and Title 2 of the Environment Article provide for the establishment of, and the adoption of rules and regulations for, a Vehicle Emissions Inspection Program (VEIP) by the Motor Vehicle Administration (MVA) of the Maryland Department of Transportation (MDOT) and the Maryland Department of the Environment (MDE). Regulations for the implementation, administration, and enforcement of the VEIP appear at COMAR 11.14.08.
The VEIP is a centralized test-only network consisting of 19 stations located in 14 counties throughout the Washington-Baltimore metropolitan area. Test types include curb idle, IM240 and OBD. The test cycle is biennial. The waiver amount is $450 with no CPI adjustment. The test fee is $14 with a $15 late for every 28 days beyond the testing due date. ESP of Maryland is the operations contractor. Approximately 2.6 million initial tests are conducted every 2 years.
